Environmental Impact Assessment (EIA) — is a mandatory legislative procedure in Ukraine aimed at preventing harm to the environment before the start of construction or operation of a facility. It includes the preparation of an EIA Report and the holding of public consultations. Stages of development and completion of the EIA: 1. Submission of a notice: Preparation and publication in the media/Registry of a notice about the planned activity. 2. Public consultation: The first stage of public hearings (lasting at least 25 working days). 3. Preparation of the EIA Report: Formation of the document by specialists. The report must necessarily contain justified alternatives (technological or territorial). 4. Submission of the Report: Uploading documents to the Unified EIA Registry and repeat public consultations. 5. Conclusion: Issuance by the authorized body (Ministry of Environmental Protection or regional state administration) of the EIA Conclusion, which permits or prohibits the activity. The procedure (from submission of the application to obtaining the conclusion) may be carried out by specialized environmental or consulting organizations that have the appropriate specialists. The period for conducting the EIA (excluding the time for the preparation of the report by the client) is from 60 to 120 days, depending on the complexity of the project. The cost of development depends on the scale of the enterprise, but the law requires mandatory payment for services in the official process.
